Deputy Minister of Education and Training Bui Van Ga has just signed and issued a circular amending and supplementing a number of articles of the regulations on joint training at college and university levels issued with Circular No. 55/2012 .
Accordingly, the joint training program can be conducted up to 2 times a year by entrance exam or selection. Higher education institutions will develop and promulgate the Joint Training Program Regulations , create their own exam questions and organize the entrance exams. The entrance exam subjects include: basic subjects, basic subjects of the industry and specialized subjects or vocational practice. Schools must announce the exam subjects in the admission notice 3 months before the exam.
The Ministry of Education stipulates that schools must ensure the input quality threshold, so that admitted candidates must have a score of 5 or higher in each subject on a 10-point scale . "Based on the input quality threshold, higher education institutions organize admission according to the regulations on regular university and college admission for regular joint training , or according to the regulations on part-time university and college admission for part-time joint training," the circular clearly states.

People with a diploma of vocational secondary school, professional secondary school, vocational college, or college with less than 36 months of college do not need to take the exam like high school graduates to be able to study in a bridging program. |

In case schools consider admission based on the results of the national high school exam , the combination of subjects for admission to the joint training program must be the same as the combination of subjects for admission to the corresponding program of the regular training system announced by the university.
The threshold to ensure the quality of university and college entrance for transfer candidates is not lower than the threshold to ensure the quality of university and college entrance for regular candidates announced by the Ministry of Education.
Schools can also organize regular inter-university admissions according to current regulations on regular university and college admissions. Candidates are not allowed to reserve the results of the national high school exam in the inter-university admissions. This Circular takes effect from June 4.
Previously, at the end of 2012, the Ministry of Education issued Circular 55 on regulations for regular training. Accordingly, people with a diploma from vocational secondary school, professional secondary school, vocational college, or college after 36 months from the date of graduation to the date of application for college or university level must take an exam in 3 subjects including: one basic subject, one basic subject of the industry and one specialized subject (or vocational practice). The higher education institution itself creates the exam questions and determines the admission score.
People with a diploma from a vocational secondary school, professional secondary school, vocational college, or college who have not completed 36 months from the date of graduation to the date of application for admission to a college or university must take an entrance exam for cultural subjects and aptitudes according to the exam block of the major the candidate registered to study in the regular college and university entrance exam organized annually by the Ministry of Education.
