On the afternoon of July 28, the Council for determining criteria to ensure the quality of university and college entrance exams in 2015 met, discussed, and advised the Minister of Education and Training to determine the minimum score threshold for university and college admission for candidates taking the national high school exam at exam clusters chaired by universities.

The Council analyzed the experience in determining input quality assurance criteria in previous years through the following factors: Quality assurance threshold: depends on the number of candidates taking the exam in each exam block each year; however, there is little change, fluctuating around 13-14 points for all exam blocks.
Surplus coefficient: to ensure the recruitment source, depending on the virtual ratio of the exam blocks. Exam blocks with low virtual ratio, the surplus coefficient is usually 1.3-1.4; exam blocks with high virtual ratio, the surplus coefficient can be up to 2-3 times the target.
Priority admission policy by region and subject: This year's priority policy by subject and region has been slightly adjusted compared to last year due to improvements in the socio-economic situation of some areas and regions.
In addition, the Council also discussed the specifics of determining the threshold for ensuring input quality in 2015. Only the exam results of 720,000 candidates taking the exam at exam clusters chaired by universities were considered.
The Ministry of Education and Training said that the number of admission combinations is diverse. There are about 15 admission combinations that are most commonly used by schools. In addition, there are more than 50 other admission combinations used in some schools and majors; Many candidates can be admitted to many combinations. Most candidates take 4 subjects and can apply to many combinations; There are 198 universities and colleges with autonomous admission projects, admission based on high school results.
According to statistics from the Ministry of Education and Training, the average scores of traditional exam groups A, A1, B, C, D all increased compared to last year. Groups A, B, C have an average score of 16-18 points; other groups fluctuate between 13-15 points.
The number of candidates taking all subjects in different groups: Group D has the most, over 500,000 because these are compulsory subjects for high school graduation, group A is about over 300,000.
Regarding the virtual level, the Ministry of Education and Training said: Virtuality can be due to candidates moving from one block to another; there was almost no virtuality in the first admission round.
The principle of determining the threshold to ensure input quality is based on ensuring the minimum threshold that candidates can study at university and college levels; The appropriate surplus coefficient to ensure the source of recruitment for schools; Providing the most general principle to determine the minimum score threshold for all different admission combinations.

For college system: The minimum score is 3.0 points lower than the corresponding university system score.

Educational institutions can base on this data and the input quality assurance threshold to determine the admission score threshold for their school.
