Ms. Trang also said that this year, up to this point, there has not been any official document from the Department of Education and Training providing technical guidance such as: is the school code the same as last year? admission fee, which unit the school transfers the fee to, can independent candidates submit their application at the school or not... In addition, the school is very confused about instructing students whether they have to vote for graduation recognition on their application or not?
Meanwhile, teachers are still confused about issues related to admission priorities because this year's admission regulations require candidates to be responsible for what they declare in their application. Ms. Lien - a representative from Tan Phong High School - wondered if in previous years, the regulations stated that students who graduated from a certain area would receive priority in that area, but this year, she wondered if there would be any changes. In the case of a candidate who studied for 3 years at Tan Phong High School, District 7, but has a registered residence in Can Gio District, how will the application record the priority area?
That is also the same question of Ms. Thuy Anh - teacher at Tran Quang Khai High School (District 11). Ms. Thuy Anh asked whether candidates studying at her school but having a registered residence in Phu Quoc district, Kien Giang will be entitled to regional priority or not.
In addition, Ms. Thuy Anh also said that the school did not dare to accept student applications because it was waiting for instructions on collecting admission fees. "In the past, the Ministry of Education and Training said the admission fee was 35,000 VND/subject, but yesterday there was information that the fee was only 30,000 VND/subject?", the teacher in charge of admissions expressed concern.

In response to many questions from teachers, Dr. Nguyen Duc Nghia - Vice President of Ho Chi Minh City National University, Member of the Steering Committee for University and College Admissions in 2015 shared and resolved questions for teachers. Mr. Nghia also acknowledged that the continuous changes in this year's national high school exam have made high school teachers confused and unable to grasp the changes. Many candidates, especially independent candidates, also feel worried because they have not been given detailed instructions. Mr. Nghia noted that schools must continuously update information related to the exam to guide and advise students.
Regarding questions about regional priority, Dr. Nguyen Duc Nghia said that currently, the issue of regional priority has a great impact on a number of candidates. According to statistics, currently, about 70% of candidates live in priority admission areas. Particularly since 2014, the conditions for regional priority have been adjusted. If based on the general regulations, regional priority is determined according to the place where students have studied, are studying and taking the high school graduation exam, there will be a large number of students whose household registration is in the priority area, but because they study in communes, high schools located in communes with low priority, they will lose their rights.
