1. NATIONAL HIGH SCHOOL EXAM HALF MONTH EARLIER

2. CANDIDATES ARE FREE TO APPLY
After the results of the 2016 National High School Exam are available, the Ministry will transfer data to schools and at the same time remove the regulation that exam clusters issue certificates of results to candidates. The issuance of 4 certificates of results as recently was to limit virtual candidates, but if this move is removed, it means that candidates can register for admission to as many schools as they want. According to Deputy Minister of Education and Training Bui Van Ga, the Ministry recently used common data management software so that if candidates were admitted to one school, they would not be considered for admission to another school, but now the Ministry will allow candidates to register freely and schools to freely consider admission. However, Mr. Ga said that these moves will cause the number of virtual candidates to increase very high, not only will schools have difficulty recruiting but candidates will not necessarily benefit. "Therefore, the Ministry will call on schools to discuss and propose solutions to reduce virtual candidates when schools and candidates will be "released" by the Ministry like that", Mr. Ga emphasized.
3. INCREASING AUTONOMY FOR SCHOOLS
According to the Ministry of Education and Training, university and college admissions in 2016 will continue to increase autonomy for schools. Schools implementing their own admission plans will continue to develop autonomous admission plans according to current admission regulations. The Ministry only regulates the start time and time for reporting admission results; regulates the threshold for ensuring input quality; conducts inspections and handles violations.

4. JOINT SCHOOLS ADMISSION
Schools can regulate the form, conditions, and time of registration for candidates. Groups of schools (especially the group of about 30 universities with the strongest attraction for candidates in 2015) can voluntarily coordinate with each other to conduct admissions using admission software and a database of candidates registering for this group of schools to reduce fraud, creating convenience for both candidates and schools. Candidates base on their exam results and school regulations to register for admission online via the internet, by post, at high schools of the Department of Education and Training or at universities. “Recently, only about 30 universities have attracted a large number of students with high scores, and the withdrawal and submission of applications by students mainly takes place in this group of schools. Now, if we let these schools link together, they can jointly issue regulations such as students who have registered for one of these schools cannot register for the remaining schools in the group, or students can give the order of their first, second, third preferences... to the schools in this group of schools,” Mr. Ga suggested.
5. SHORTEN THE ADMISSION PERIOD AND CONSIDER THE SCORES
It is expected that the Ministry will regulate the admission rounds based on different scores of candidates in order from high to low to reduce risks for candidates and reduce fake candidates for schools. At the same time, each admission round will only last from 5 to 7 days.
6. STILL ORGANIZE PROVINCIAL AND INTER-PROVINCIAL EXAM CLUSTERS
Accordingly, the Ministry will adjust a number of regulations related to examination clusters to suit reality; enhance coordination and support from universities; candidates in areas bordering examination clusters will be flexible in choosing convenient examination clusters; special areas with many difficulties will be considered to set up examination sites to facilitate candidates.
7. MORE DIFFERENTIATION OF EXAM QUESTIONS
The Ministry said that the 2016 National High School Exam will continue to assess ability, with deeper and better differentiation to objectively assess candidates' abilities, meeting the exam's objectives.
8. ADJUST PRIORITY MODE
This is also one of the regulations that caused a lot of trouble for candidates and schools during the recent admission season, creating some biases between candidates from different localities and subjects. Therefore, this year, the Ministry of Education and Training will also adjust the priority regime to suit current regulations and practices. Based on the summary and experience of organizing the 2015 National High School Exam , the Ministry will identify solutions to overcome limitations and shortcomings as a basis for perfecting the method of organizing the 2016 National High School Exam . After that, the Ministry will review to adjust, supplement and promptly issue regulations and directives on exams, admissions, and financial work.

If it is still organized in the same way and with the same technology as in 2015 as the Ministry of Education and Training announced, I find it impossible to believe that the exam will be of good quality. In my opinion, with a large-scale exam (up to 1 million candidates) that still uses essay questions, it will be difficult to give accurate results. The Ministry should refer to the organization method of the competency assessment exam organized by Hanoi National University, although it is not a completely quality exam, but the fact that they use the entire multiple-choice method shows their progress in applying advanced measurement science when organizing the exam. In other countries, with large-scale exams, they always use mainly multiple-choice questions, essay questions, if any, only account for a very small part. In theory (that is, assuming that all exams strictly implement the exam invigilation stage), the quality of the exam depends on the exam questions and the quality of the marking. To have a good exam, we have to It takes years to prepare and accumulate. But how to ensure quality in the marking process is a challenge when we still have to use people to mark manually as is required when creating essay questions, especially for an exam with millions of test papers like the national high school exam. The quality of marking can only be guaranteed to be consistent if we implement the multiple-choice test method. Thus, the quality of the exam only depends on the quality of the questions, which we can proactively create if we are well prepared."
