The report on the direction and tasks for the 2015-2016 school year at the Conference included notable content about the 2016 National High School Exam.

The 2016 exam is scheduled to take place over three days: June 13, 14, and 15.

Continue to organize provincial and inter-provincial exam clusters as in 2015 with some adjustments suitable to reality; strengthen coordination and support from universities; candidates in areas bordering exam clusters can flexibly choose convenient exam clusters; special areas with many difficulties will be considered to set up exam locations to facilitate candidates.

The exam continues to be designed in the direction of assessing capacity, with better differentiation to objectively assess candidates' capacity, meeting the objectives of the exam.

Supplement and upgrade to complete the software system based on the principle of increasing the application of IT in all stages of the exam, especially in the stages of registration for training and selection for the final exam, ready to meet the requirements for the National High School Exam in 2016 and the following years.

After completing the marking and scoring, the examination clusters will update the examination score data into the Ministry of Education and Training's examination management system; increase the number of examination result announcement portals to facilitate candidates and overcome the recent network congestion.

University and College Admissions 2016

Adjust the priority regime to suit current regulations and practices.

Schools implementing their own enrollment plans continue to develop autonomous enrollment plans according to the provisions of the current enrollment regulations.

University and college admissions based on national high school exam results have some adjustments based on experience from 2015 admissions in the direction of increasing autonomy for schools.

It is expected that after the exam results are available, universities and colleges will be autonomous in organizing enrollment . The Ministry of Education and Training will regulate the starting time and the time for reporting enrollment results; regulate the threshold for ensuring input quality; conduct inspections, audits and handle violations.

The Ministry can regulate admission rounds based on different scores of candidates in order from high to low to reduce risks for candidates and reduce virtual candidates for schools, each round lasts from 5-7 days.

The training institutions can regulate the form, conditions, and time of registration for candidates; groups of schools (especially the group of about 30 universities that attracted the most candidates in 2015) can voluntarily coordinate with each other to conduct enrollment using admission software and a common database of candidates registering for this group of schools to reduce fraud, creating convenience for both candidates and schools.

Candidates can register for the exam online, by post, at the Department of Education and Training's high school or at the school based on their exam results and the training institution's regulations.

Universities, colleges, Departments of Education and Training, education experts, parents, students, etc. continue to contribute ideas so that the Ministry can perfect the most optimal enrollment plan.

Implementation solutions

- Based on the summary and experience of organizing the 2015 National High School Exam, identify solutions to overcome limitations and shortcomings as a basis for perfecting the method of organizing the 2016 National High School Exam;

- Review to adjust, supplement and promptly issue regulations and directives on examinations, admissions and financial work;

- Do a good job of communication to propagate and widely and promptly disseminate the Ministry's policies and guidelines on the Exam to candidates, parents and society;

- Strengthen coordination with ministries, branches, mass organizations, and social organizations to mobilize the whole society to join hands to organize the exam well;

- Complete and upgrade the software system for managing national high school exams and enrollment;
