According to the Ministry of Education and Training, propaganda work will be promoted to raise awareness among officials, teachers, students, trainees and the whole society about the exam; summarize, focus on evaluating and organizing lessons learned from the limitations of the 2015 National High School Exam , on that basis propose practical and feasible solutions to organize the 2016 National High School Exam to ensure safety, seriousness and compliance with regulations.

In addition, continue to build a question bank, test matrix, and illustrative test in the direction of assessing capacity, gradually increasing application questions and open-ended questions at all four levels of recognition, understanding, application, and high application; prepare early and fully all conditions to organize the exam well; develop contingency plans for risks and situations arising during the exam organization process.

The end of the 2015 national high school exam showed that the new exam method has contributed to the stratification of educational quality, and schools have more autonomy in enrollment.

One point that the public is concerned about before the exam is whether the exam can fulfill both tasks: ensuring that the graduation rate does not fluctuate much compared to previous years while still recruiting excellent students to universities. The exam has basic knowledge to meet the graduation assessment, and at the same time has high differentiation to serve the purpose of admission, the questions are arranged from easy to difficult, from basic to advanced. The score range is evenly and widely distributed from 1 to 10, but the number of students achieving 10 and high scores this year is less than in previous years.

However, according to experts, the exam also needs to be adjusted to further classify candidates. In 2015, according to teachers' comments, up to 60% of the exam questions were for graduation purposes, 40% were difficult questions to classify. This ratio needs to be changed to increase the quality of university and college admissions . Along with that, the Ministry also needs to adjust the conditions for passing the graduation exam.

The biggest limitation of the 2015 national high school exam comes from the regulation that candidates are allowed to choose 4 wishes in the same school. This puts the goal of passing the university entrance exam above passion, career aptitude... important factors that affect the quality of training. Therefore, according to experts, it should be regulated that candidates are allowed to choose 2 wishes according to their majors in 2 universities at different levels.
