Continue to innovate the 2016 national high school exam

The Prime Minister assigned the Ministry of Education and Training to organize a conference on the national high school exam and university and college admissions to summarize and comprehensively evaluate the achievements and shortcomings according to the goals set for the exam and admissions in 2015 .

Continue to perfect the plan for organizing the 2016 exam to ensure fairness, economy, and reduce pressure in accordance with the spirit of Resolution 29 of the Central Committee on innovation in examination, testing, and student assessment.

At the same time, continue to innovate the 2016 National High School Exam to ensure quality, efficiency, and convenience for students and parents; the exam plan needs to be carefully considered in terms of the number of subjects, exam time, exam location, etc.; strengthen close coordination between the Ministry of Education and Training with localities and universities in organizing the exam.

Regarding university admissions , continue to implement the spirit of the Central Resolution, which is to grant autonomy in admissions to higher education institutions; promote the role of the Association of Vietnamese Universities and Colleges, and the connection and coordination between universities in admissions.

Hanoi National University organized a review and evaluation of the innovation in enrollment work based on the competency assessment method in 2015. On that basis, the Ministry of Education and Training considered appropriate models and methods that meet the innovation requirements for promotion and replication.

Promoting fundamental and comprehensive innovation in education and training

To continue promoting fundamental and comprehensive innovation in education and training in the coming time, the Prime Minister assigned the Ministry of Education and Training and the Ministry of Labor, War Invalids and Social Affairs to focus on directing innovation in content, programs, teaching and learning methods, evaluating results, improving the quality of education and training, especially vocational training and higher education; developing a team of teachers and managers to meet the requirements of innovation; reasonably developing public and non-public education; encouraging socialized investment in developing high-quality schools; granting appropriate autonomy to educational and training institutions; continuing to effectively implement policies to support the development of education and training for disadvantaged areas and policy beneficiaries.

Ministries, agencies and localities continue to synchronously deploy tasks and solutions to implement Resolution 29-NQ/TW dated November 4, 2013 of the Central Committee and Resolution 44/NQ-CP dated June 9, 2014 of the Government to fundamentally and comprehensively innovate education and training in the direction of openness, integration, building a learning society, comprehensively developing capacity, physical strength, personality, ethics, lifestyle, awareness of respect for the law and civic responsibility; proactively research and advise the Government to promulgate mechanisms, policies and projects to effectively implement innovation tasks; strengthen communication work on policies and solutions for innovation in education and training to create consensus and support from the people and all social classes.

Clarifying the limitations of the National Education System

The Prime Minister requested the Ministry of Education and Training to coordinate with the Ministry of Labor, War Invalids and Social Affairs, the Ministry of Health, the Association of Vietnamese Universities and Colleges, and the Vietnam Association of Vocational Training and Social Work to continue perfecting the National Education System and develop a National Qualifications Framework; submit to the Prime Minister.

The Prime Minister requested clarification of the limitations of the current National Education System to propose the completion of the new National Education System in a suitable and scientific manner, ensuring feasibility, connectivity and streaming, creating opportunities for lifelong learning for the people; clarifying the organization of the type of technical high school, in which clarifying the difference between this type of school and vocational secondary schools, high schools and educational institutions implementing the general education program to avoid duplication, the emergence of new school models causing waste and inefficiency.

At the same time, clearly define the time for each level of education, appropriate level of education, implementation roadmap, documents that need to be revised and supplemented. The completion of the system needs to be suitable to the practical conditions of Vietnam, the trend of international integration, and the model of advanced countries in the world.

The Prime Minister requested to continue perfecting the National Qualifications Framework to ensure it is consistent with the qualification frameworks of countries in the region and the world, meeting the requirements of international integration in education, training and employment, and the recognition of degrees between Vietnam and other countries.

The completion of the National Qualifications Framework needs to be closely linked with the completion of the National Education System , creating a foundation and basis for implementing fundamental and comprehensive innovation in education and training.
