CIRCULAR

Issuing university diploma templates

Pursuant to Decree No. 178/2007/ND-CP dated December 3, 2007 of the Government stipulating the functions, tasks, powers and organizational structure of ministries and ministerial-level agencies;
Pursuant to Decree No. 32/2008/ND-CP dated March 19, 2008 of the Government stipulating the functions, tasks, powers and organizational structure of the Ministry of Education and Training;
Pursuant to Decree No. 75/2006/ND-CP dated August 2, 2006 of the Government detailing and guiding the implementation of a number of articles of the Law on Education;
Pursuant to Decree No. 31/2011/ND-CP dated May 11, 2011 of the Government amending and supplementing a number of articles of Decree No. 75/2006/ND-CP dated August 2, 2006 of the Government detailing and guiding the implementation of a number of articles of the Law on Education;
Pursuant to Decision No. 33/2007/QD-BGDDT dated June 20, 2007 of the Minister of Education and Training promulgating the Regulations on diplomas and certificates of the national education system;
At the request of the Director of the Legal Department and the Director of the Department of Higher Education;
The Minister of Education and Training decides:

Article 1. Issued with this Circular is the sample university diploma.

Article 2. The university diploma consists of four (4) pages, each page measuring 21cm x 14.5cm.
1. Pages 1 and 4 have a red background; page 1 has the National Emblem, the letters printed on page 1 are yellow; pages 2 and 3 have a yellow background, the border pattern is dark yellow, the degree name is red, the other letters are black; the bronze drum image is embossed in the middle of page 2, the National Emblem is embossed in the middle of page 3.

2. The way of writing on a university diploma is specified as follows:
a) Below the name of the educational institution on page 3, write the name of the diploma, in Vietnamese, specifically:
For engineering, write “ENGINEERING DEGREE”.
For architecture, write “ARCHITECTURAL DEGREE”.
For medical field write “MEDICAL DEGREE” or “BACHELOR’S DEGREE”.
For pharmaceutical industry, write “PHARMACIST DEGREE” or “BACHELOR DEGREE”.
For basic sciences, pedagogy, law, economics, write "BACHELOR'S DEGREE".
For the remaining majors, write “UNIVERSITY DEGREE”.

b) Below the words “has conferred” on page 2, write the name of the diploma, in English, specifically:
For engineering write “THE DEGREE OF ENGINEER”.
For architecture write “THE DEGREE OF ARCHITECT”.
For medical degrees, write “THE DEGREE OF DOCTOR OF MEDICINE” or “THE DEGREE OF BACHELOR”.
For pharmaceutical industry write “THE DEGREE OF PHARMACIST” or “THE DEGREE OF BACHELOR”.
For basic sciences, pedagogy, law, economics write “THE DEGREE OF BACHELOR”.
For other majors write “THE DEGREE OF BACHELOR”.

c) Below the line of the diploma name specified in Point a of this Clause, write the name of the training major in Vietnamese;
Below the line of the diploma name specified in Point b of this Clause, write the name of the training major in English.

d) How to write the contents on the university diploma is specified in the Appendix attached to this Circular.
Article 3. This Circular takes effect from July 10, 2011. This Circular replaces Circular No. 22/2009/TT-BGDDT dated August 12, 2009 of the Minister of Education and Training promulgating university graduation diploma templates.
University diploma blanks printed and issued according to the form prescribed in Circular No. 22/2009/TT-BGDDT before the effective date of this Circular are valid until the end of the 2011-2012 school year.

Article 4. The Chief of Office, Director of the Legal Department, Director of the Higher Education Department, Heads of relevant units under the Ministry of Education and Training, and Heads of higher education institutions are responsible for implementing this Circular./.
