Top schools can be up to 50% "fake"

With the form of enrollment by school group, the draft of the 2016 university and college enrollment regulations of the Ministry of Education and Training requires universities, colleges, member schools of the National University, and regional universities to develop a group's autonomous enrollment plan.

In addition, the project needs to clearly define the responsibilities and powers of schools in the group; and the registration method for candidates to enter schools in the group.

Regarding the rights of candidates, the draft regulations on university and college admissions in 2016 of the Ministry also clearly states that candidates register for admission to schools that are selected by school group, and the maximum number of majors registered in each admission round is implemented according to general regulations.

Accordingly, in the first round, candidates can only register for a maximum of 2 schools, each school with no more than 2 majors; candidates cannot change their wishes to the school or major they registered for during the admission round. The leaders of the Ministry of Education and Training said that with this change, candidates will have more opportunities to enter 2 schools. This also means that candidates will have more opportunities to choose the major they have planned for the future.

Mr. Tran Manh Dung, head of the Banking Academy's training department, said that with last year's admission process, there was no need to worry about "fake" candidates because they were all admitted to the same school. The software handled the "fake" filtering very well, considering priority preferences in order from 1-4 majors/1 school.

According to Mr. Dung, this year, expanding 2 wishes to 2 schools is different. This is a good policy to limit the shortcomings in the admission process last year, but it poses a problem: if we do not use virtual filtering software with the condition that there is a common data warehouse of all schools or a group of schools with the same score, it will cause a big illusion because candidates who are allowed to register for 2 wishes will not be foolish, even candidates with high scores will mostly register for both wishes.

The number of candidates with high scores will certainly be admitted to both schools. Of course, candidates can only choose one school to study and the other school will be virtual. For example, candidates register for the Banking Academy and Foreign Trade University but both are accepted, then candidates can only choose one school to study, so one school will be very virtual. This is what makes it difficult for schools.

As a person with many years of experience in admissions, Mr. Le Huu Lap, former Deputy Director of the Academy of Posts and Telecommunications Technology, said that if candidates were allowed to register for two schools in the first round, it would lead to a very large virtual rate, possibly 50%. Candidates could pass both schools, but only when they enroll will they know which school they chose.

The problem of “fake” candidates in admissions is only limited to the top 30-40 schools. To solve this problem, many universities have now joined forces to form groups for joint admissions.

“We still have to have a backup plan to prevent “fake”. We have no other choice but to use software to filter “fake”. This year, the fake filtering must join the group of schools. I will join the group of schools with equivalent scores” – Mr. Dung affirmed.

Mr. Dung said that we participate in the group of schools' admissions with the purpose of making it convenient for schools to prevent fraud and for candidates. When candidates register for admission in this group, they will not encounter difficulties or disadvantages when their chances are reduced. In addition, candidates who have passed NV 1 will not be admitted to a second school, even if the second school has a higher score.

“With the form of enrollment by school group, I really want the Ministry of Education to help schools in this matter. Although schools are autonomous in enrollment, they can propose to the Ministry,” Mr. Dung suggested.

Ministry of Education and Training admits that the "virtual" situation will increase.

Talking to the press about the above issue, Mr. Mai Van Trinh, Director of the Department of Testing and Education Quality Assessment (Ministry of Education and Training) said that it can be said that all admission options have positive and negative aspects. At the present time, in the specific context, there will be no admission option that satisfies and achieves the parameters to ensure all the benefits of learners, parents, training institutions and the whole society.

With the adjustments to this year's National High School Exam, the Ministry of Education and Training and universities and colleges also realized that with the adjustment method as in the Draft amending and supplementing a number of articles of the National High School Exam Regulations, the rate of "fake" applications is expected to increase.

To overcome the situation of "fake" records, Mr. Trinh said that during the registration process, the Ministry of Education and Training's exam management software will ensure that candidates do not register more than the number of wishes specified in the 2016 Regulations on Admission to Regular Universities and Colleges.

Based on many parameters such as: the number of candidates applying for admission, admission quota and through many years of experience in admission, universities and colleges will solve the rate of "fake" applications by deciding on a suitable surplus compared to the quota to overcome the "fake" applications but not enrolling more than the prescribed quota according to the allowed level.

This has been done quite well by schools for many years now, so hopefully, with such methods, the phenomenon of "fake" records will be overcome by schools to an acceptable level.

“If schools have a need, the Ministry of Education and Training will support universities and colleges in finding solutions to overcome the rate of “fake” applications. For the benefit of candidates, the Ministry of Education and Training and universities and colleges will overcome difficulties to do the best in the examination and enrollment work in 2016,” Mr. Trinh emphasized.

It is known that many universities have come together to discuss and agree on enrollment plans for groups of schools such as Hanoi University of Science and Technology, National Economics University, Banking Academy... These groups of schools will announce their enrollment plans in the near future.
