The Prime Minister has just approved the Pilot Project to innovate the operating mechanism of the University of Finance - Marketing in the period of 2015 - 2017 with the goal of promoting the autonomy of the University in terms of expertise, apparatus, and finance to improve the quality of training, scientific research, and mobilize social resources; at the same time, ensuring that children of policy beneficiaries and poor households have the opportunity to access high-quality educational services.

Regarding the implementation of training and scientific research tasks, the School is proactive in opening training programs at college, university, master's and doctoral levels in accordance with the conditions of the teaching staff, management staff and facilities of the School, meeting social needs; opening training and professional development programs according to assigned tasks.

In addition, carry out quality assessment of higher education according to regulations to ensure training quality; autonomy in enrollment in accordance with the requirements of enrollment innovation and social requirements; autonomy in scientific research; determine scientific research tasks and select organizations and individuals to perform scientific research tasks; autonomy in training cooperation (with degrees), scientific research, technology and implementation with domestic and international partners.

The school collects stable tuition fees according to plan. Specifically, the maximum average tuition fee for full-time university (mass program) in 2015 - 2016 is 14.5 million VND/student/year, in 2016 - 2017 is 16.5 million VND/student/year.

The tuition fee currently applied in the 2014-2015 school year will be kept unchanged to ensure all regular expenses and a part of the funding source for investment in improving the school's facilities.

The School calculates and publicly announces specific tuition fees for each group of majors, occupations, and training programs before enrollment, ensuring that the average tuition fee (of the general program) does not exceed the maximum average tuition fee of the School according to regulations.

In addition to the salary scale and grade according to the State's regulations, the School is allowed to decide on additional income for employees from the difference between revenue and expenditure according to the Internal Spending Regulations, on the basis of fairness, publicity and transparency.

Hanoi University: Tuition fees will increase to 14 million/year

The general objective of the Project is for Hanoi University to proactively exploit and use resources reasonably and effectively to innovate and improve the quality of the University's operations comprehensively, towards a multidisciplinary university model, integrating internationally; at the same time, ensuring that poor students and students who are policy beneficiaries have the opportunity to access the University's training programs.

Developing a reasonable and specific training scale, the Project will improve training quality, ensuring that learners are trained to meet output standards according to the School's announced commitment; and have access to the application of science and technology.

The school develops training programs according to the programs of prestigious universities in the world, meeting the development needs of society; develops the training scale reasonably, in accordance with the resources of the school; focuses on training high-quality and customized programs.

At the same time, strengthen international cooperation to integrate deeply into higher education; reform processes and procedures and apply information technology to the quality management system to improve the school's management capacity; create all favorable conditions for students belonging to policy beneficiaries, poor households, and those in difficult circumstances to have the opportunity to study at the school...

To achieve the above goals, the school will innovate in training and scientific research tasks; organization, personnel, finance; scholarship policies, tuition exemptions, etc.

Regarding finance, the school collects stable tuition fees according to the plan stated in the Project with the average tuition fee (for general programs, university level) maximum in the 2014-2015 school year being 7.8 million VND/student/year, increasing to 12 million VND/student/year in the 2015-2016 school year and 14 million VND/student/year in the 2016-2017 school year.
