The situation where students who are weak in studying, lazy in studying, lack of ambition and motivation to study in exams can still pass graduation exams, and even be admitted to university is unlikely to happen when implementing this new regulation.
Because, the way of organizing the exam cluster chaired by the university or college and candidates from at least 2 provinces forming an exam cluster will create seriousness from each candidate to the exam invigilator (the person assigned to invigilate the exam).
Candidates cannot predict which schools the other candidates sitting in the same exam room will apply to. Exam invigilators cannot know exactly whether the candidates in the exam council or in the exam room they are in charge of will apply to their school or which school?
We will also organize a forum for teachers and students to find the most effective and suitable solutions and ways to organize teaching activities according to the motto: Real teaching and real learning in the direction of developing learners' capacity and qualities.
To make learners aware that learning is not only the process of memorizing and understanding knowledge, but more importantly, knowing how to apply and improve the knowledge they have learned from books, teachers, friends and from real life.
The school also conducts surveys and inspections through "channels": Teachers evaluate students, students evaluate each other and self-evaluate to classify teaching and learning objects and find ways to organize activities, find teaching methods suitable for each student, contributing to improving the quality of teaching and learning.
This encourages teachers to constantly innovate and improve the quality of teaching activities.
We have also developed assessment criteria for scoring the teaching and learning process so that students can evaluate and score each school administrator and teacher.
This assessment is conducted by the school and announced twice a year, at the end of each semester of the school year.

The national high school exam regulations do not have many changes compared to the draft, but have selectively absorbed comments.
We also hope that the Ministry of Education and Training will introduce the exam structure, sample questions, and review instructions so that schools can orient their review well and students can self-check their abilities.
Currently, there are many organizations and individuals introducing many types of national high school exam review materials.
