At the "Online Conference on Admissions in 2019 and Implementation of the Law on Amendments and Supplements to a Number of Articles of the Law on Higher Education" on July 17, Dr. Nguyen Thi Kim Phung - Director of the Department of Higher Education, Ministry of Education and Training said: Recently, there has been a situation where some higher education institutions have not accurately determined the number of lecturers, "falsely" declared lecturers with the aim of increasing enrollment targets and enrolling students beyond the target. The Ministry has issued corrective documents, requiring schools to correctly determine the number of permanent lecturers and send detailed reports on the teaching staff for each major, the identity card number of the lecturers to build lecturer data for the entire industry.

Not only that, the Ministry also requires universities to publicly post on the Admissions Portal the number and names of successful candidates so that students can look up by name and know which schools they are on the admission list of and which schools are illegally recruiting students or "falsely declaring" students.

To ensure input quality; transparency, fair competition among schools; help parents and candidates easily monitor; serve the monitoring and post-auditing purposes during this year's enrollment season... The Ministry of Education and Training will strictly handle higher education institutions that violate enrollment regulations.

Specifically, universities that deliberately violate general regulations on subjects, conditions, and enrollment quotas will have their quotas deducted the following year, be banned from autonomous enrollment for the next 5 years, and be subject to administrative sanctions; the Principal, Chairman of the University Council, and related persons will be disciplined according to the provisions of the Law on Cadres, Civil Servants, and Public Employees, and will be subject to administrative or criminal sanctions... depending on the severity of the violation.

Sharing about this policy, Minister of Education and Training Phung Xuan Nha said: "There are many schools that enroll students en masse, enroll students without ensuring quality or open wrong majors with strange combinations. Despite being reminded, schools still do not comply and continue to have indiscriminate connections. In the future, the Ministry will strictly handle this matter."

It is known that the above sanctions have been stipulated in the Law. There have even been opinions that if there is a violation, the school may be stopped from enrolling students.

Allowing autonomy in enrollment does not mean enrolling by any means.

According to Minister Phung Xuan Nha, many schools still spend a lot of effort on admission, while universities also have to be responsible for their students and commit to them so that they can have good jobs after graduation. “University autonomy is the main axis; admission is just one step…” Minister Phung Xuan Nha emphasized.

Candidates need to be wise in choosing schools and majors.

Supporting the viewpoint of the Ministry of Education and Training, Dr. Luong Cao Dong - Principal of Dai Nam University stated: "The Ministry allowing universities to be autonomous in enrollment does not mean that universities are allowed to enroll students by any means. It is necessary to properly implement regulations to ensure training quality."

Sharing the same view, stating that there should be transparency in enrollment, especially in building a database of permanent lecturers, Dr. Le Truong Tung - Chairman of the Board of Directors of FPT University also supports the view that it is necessary to strictly handle institutions that violate the Ministry's enrollment regulations.

Associate Professor Dr. Hoang Minh Son - President of Hanoi University of Science and Technology highly appreciated the construction of a database of lecturers and even students to make information transparent. "The issue of enrollment and quality is transparent so that the school can develop..." Associate Professor Dr. Hoang Minh Son said.

Candidates who pass the entrance exam illegally are likely to be forced to drop out of school.


Not only will universities that violate admission regulations be severely punished, but candidates who are admitted based on incorrect admission criteria such as minimum scores, transcripts, or admission quotas exceeding regulations will be reviewed and punished. Depending on the severity of the violation, all exam results will be canceled and students will be forced to leave school. Specifically, in 2018, Hanoi Medical University forced 3 students to leave school; University of Commerce forced 1 student to leave school; Foreign Trade University forced 2 students to leave school and revoked their admission decisions due to cheating in exams.

Therefore, candidates need to be wise in choosing a major and university that suits their strengths and abilities. Candidates who do not meet the requirements for university admission should go to college or vocational school to ensure a stable career in the future.
