POHE 2015 policy research proposal appraisal results

After nearly 4 months with many rounds of rigorous testing by leading education experts, the Proposal "Assessing factors affecting the effectiveness of POHE project implementation in Vietnam" of Dai Nam University chaired by Associate Professor, Dr. Phan Trong Phuc was excellently selected and honored to be ranked in the group of 4 schools with the highest review scores in the entire system. Specifically, Dai Nam University's topic achieved 81/100 points, ranked 2nd in the list, only 2 points lower than the leading school (83/100).
Innovation and improvement of education quality have long been considered the top priority of Vietnamese education. In the context of the country's deep integration and the increasing demands of society for the quality of education and training, this task has become more urgent for the education system in general and the Vietnamese higher education system in particular. To successfully carry out this task requires a fundamental innovation in educational thinking towards meeting the social needs for high-quality human resources. In other words, applied vocational education is increasingly emerging as an advanced educational philosophy in Vietnam as well as around the world.
Recognizing the importance of applied vocational education, since 2005, the Vietnamese Ministry of Education and Training has officially implemented the Vocational Higher Education Program under the Vietnam - Netherlands Education Project, with the participation of universities and leading education experts from Vietnam and the Netherlands to improve students' vocational capacity to meet the needs of the labor market. After 4 years of implementation (2005-2009), despite achieving some initial results, the program is still mainly limited to a narrow-scale pilot level in a few schools. However, facing the increasingly urgent demand of society for highly qualified human resources in Vietnam, especially in the business sector, phase 2 of the program is identified as a key step in the extensive innovation of educational thinking in the direction of applied vocational education. The Law on Higher Education was passed by the 11th National Assembly on June 18, 2012 as a legal framework for the development of the higher education system in the future with the policy of stratifying higher education, in which research-oriented higher education institutions, application-oriented higher education institutions, and practice-oriented higher education institutions will be formed.
Before the research proposal for phase 2 of the program, 39 universities across Vietnam registered to participate in the project, including the research team of Dai Nam University led by Associate Professor, Dr. Phan Trong Phuc .
