Speaking at the meeting, Dr. Nguyen Quoc Chinh - Head of the Department of University and Postgraduate Training, Ho Chi Minh City National University - said: When working with representatives of the Department of Education and Training, these departments were quite confused in mobilizing personnel to participate in organizing the exam clusters. While Ho Chi Minh City has up to 8 exam clusters, if there is no specific division of personnel, it is easy to overlap.
Dr. Chinh also expressed concern about the financial issue of organizing the exam, and whether there should be a plan to avoid the situation where the revenue is not enough to cover the expenses of the exam organizing units. Regarding this issue, a representative of Quy Nhon University agreed that this year the exam organizing university cannot afford to cover the loss because these candidates do not have to take the exam at the universities assigned to organize the exam.
In response to the request to test the national enrollment software from the representative of Ho Chi Minh City National University, Mr. Mai Van Trinh, Director of the Department of Testing and Education Quality Assessment (Ministry of Education and Training), said that this software has many subsystems, in which in the past 2 weeks, high schools have operated well the data entry part of the national high school exam. As for the enrollment subsystem, the Ministry will continue to improve it in the coming time.
Professor Tran Van Nam, Director of Danang University, expressed concern: A few years ago, we had many difficulties renting examination venues at private universities. Mr. Nam suggested: The Ministry should direct universities to support examination rooms.
Regarding this point, Minister of Education and Training Pham Vu Luan directed: The Department of Testing and Education Quality Assessment needs to soon complete documents on local coordination in organizing examination clusters.
Meanwhile, many delegates expressed concerns about the level of fairness in marking and invigilation in the national high school exam. Deputy Minister of Education and Training Nguyen Vinh Hien commented: Departments of Education and Training need to allocate teachers so that invigilators do not participate in marking exams. The mobilization of invigilators and invigilators should not be done in the form of individual "borrowing" but must be assigned by the department or university.
In response to many concerns from delegates about the exam, Minister Pham Vu Luan said that he himself had received many letters, especially from teachers in mountainous areas, with the request that the exam should be divided into easy and difficult questions, paying attention to candidates who only take the exam to graduate, in remote areas...
"We should put ourselves in the students' shoes to handle the situation harmoniously, creating the best conditions for them to do their homework seriously and honestly" - the Minister emphasized.
