Ministry of Education and Training: Medical graduates must pass a qualifying exam to practice

All those who are trained in the health sector from universities, if they want to practice medicine, must pass exams to assess their ability to practice medicine.

According to the Ministry of Education and Training, the opening of majors in general as well as training in the health sector in particular is to meet the demand for human resources of this important sector in the socio-economic development of localities and the country. Therefore, the opening of majors and training by higher education institutions is to meet the urgent demand for human resources for the labor market.
Education and training in general in recent years have been implementing the Party and State's policy of socializing education. Non-public higher education institutions have risen and played an important role in the country's education. Private and foreign-invested higher education institutions have contributed and invested more and more in infrastructure, equipment and staff to serve teaching and scientific research.
According to the provisions of the Law amending and supplementing a number of articles of the Law on Higher Education, "all types of higher education institutions are equal before the law". Therefore, if meeting the conditions prescribed by law, higher education institutions have equal rights in opening new training programs to organize training to provide human resources for different economic sectors to develop the country's socio-economy.
To open a new training major, the prerequisite is to fully meet the quality assurance conditions. Circular No. 22/20217/TT-BGDDT issued on September 6, 2017, regulating the conditions and procedures for opening majors and suspending enrollment in university-level training majors of the Ministry of Education and Training, has stipulated criteria for lecturers and facilities.
Particularly for the Health sector, in addition to the conditions for opening majors specified in Circular No. 22/20217/TT-BGDDT, higher education institutions that train in the health sector must comply with the regulations on programs, plans, and practical training contracts; requirements in organizing practical training according to the provisions of Decree No. 111/2017/ND-CP dated October 5, 2017.
Accordingly, all applications for opening new training programs of higher education institutions for the Health sector must have the opinion of the Ministry of Health confirming the conditions as prescribed in Decree No. 111/2017/ND-CP.
In addition, the Health sector is a specific training sector. The Law amending and supplementing a number of articles of the Law on Higher Education in 2018 stipulates that the Ministry of Education and Training manages and licenses the opening of training sectors in the health sector and determines the threshold to ensure input quality. The Council determines the threshold to ensure input quality for the health sector with the participation of the Ministry of Health.
For all applications for opening training majors in the health sector, in addition to assessing the conditions for opening training majors by the Ministry of Education and Training and the Ministry of Health according to regulations, higher education institutions must publicly disclose documents proving eligibility according to regulations on the school's website for relevant parties and the whole society to monitor.
Will suspend enrollment of training facilities that do not ensure quality
The Ministry of Education and Training leaders said that every year, the Ministry of Education and Training also regularly conducts surprise and periodic inspections on training, enrollment, quality assurance and conditions for maintaining training majors. Majors that do not ensure quality assurance conditions and maintain opened majors will be notified for review and supplementation. After the deadline, training institutions will be suspended from enrolling students.
The Prime Minister has issued a decision to establish the National Medical Council, whose function is to assist the Prime Minister in preparing the necessary conditions for organizing the assessment of medical examination and treatment practice capacity according to Resolution No. 20/NQ-TW dated October 25, 2017 of the 6th Conference of the 12th Central Executive Committee on strengthening the work of protecting, caring for and improving people's health in the new situation to meet the requirements of development and improving the quality of medical human resources.
Accordingly, in the coming time, all those trained in the health sector from universities, if they want to practice medicine, must pass exams to assess their medical practice capacity to meet the requirements of development and improve the quality of medical human resources.
