Through the floor score announced by the Ministry of Education and Training, universities and colleges will build standard scores to carry out enrollment work.
The Ministry of Education and Training announced the threshold to ensure input quality (floor score) for university admission in 2017 is 15.5 points for all admission combinations.

This morning (July 12), the Ministry of Education and Training officially announced the minimum score (the threshold to ensure the lowest quality of input) that candidates must achieve if they want to apply for admission to universities and colleges . Through the minimum score, universities and colleges will establish a standard score to carry out university and college admissions in 2017 .

1. Statistics of exam/registration data

- This year, the whole country has 865,975 candidates taking the exam. The number of candidates registering to use the results for university admission is 640,425.

- Total university admission quota based on national high school exam results is 332,496

Number of applications for admission:

A: 883.768 34.59%

A1: 286.760 11.22%

B: 282.984 11.08%

C: 277.722 10.87%

D1: 608.632 23.82%

2. Score distribution of exam blocks with priority points calculated

Average score of students from 15.5 points or higher

• The average scores of the exam groups after having priority points are not much different.

• Block D has a high number of candidates passing the floor because these are 3 compulsory subjects, almost all candidates take the exam.

• Although the number of candidates in block D passing the floor is high, the total number of admission wishes for block D is only about 24%, while block A has a total number of admission wishes of nearly 35%.

• The number of candidates who scored 15.5 points or more has not filtered out duplicate candidates, meaning that a candidate can have their name in many exam groups.

• Therefore, if we only rely on the score spectrum to determine the number of candidates above the floor score, the number of virtual candidates will be very large, much larger than any previous year.

• It is necessary to filter duplicate candidates to ensure a relatively realistic number of candidates for schools this year.

3. Filter duplicate candidates, determine general surplus coefficient

- No distinction between exam blocks

- Each candidate above the floor score is counted only once, regardless of NV order number.

• Candidates with above minimum scores but not all apply to schools that match their exam scores

• Having a surplus coefficient does not mean that schools will meet their enrollment quota.

• Many candidates passed the entrance exam but did not enroll.

• Many candidates have high scores but are not admitted to their favorite major/school so they do not apply for admission.

• Many schools/majors have a very low number of registered candidates compared to the quota.

• Candidates with high scores in the provinces flock to big cities while candidates with low scores in big cities do not move to local universities.

• Therefore, every year the total recruitment source is larger than the target, but schools still cannot recruit enough to meet the target.

4. Filter duplicate candidates according to NV1 on the floor

- This option is more practical because NV1 is appropriate for the industry/school that you love the most.

- Not all candidates with NV1 on the floor are admitted because they register for a major/school with a higher standard score than the exam results.

- Many schools/majors still have many quotas left but very few or even no candidates register for NV1 admission.

- Therefore, although the total number of candidates only counting NV1 on the floor is higher than the target, closer to reality, not all schools can recruit enough candidates.

5. Results of running the forecasting software

- With the virtual selection/filtering software system and this year's database, the Ministry has been able to calculate and forecast the overall selection situation for the first round.

- This result will of course change after candidates adjust their wishes.

- With a floor score of 15.5 points, in the first admission round:

• 85 schools achieved 100% target

• There are 66 schools that achieved targets from 80 to 99%

• There are 83 schools that achieved targets from 40 to 79%

• All schools nationwide recruited 83% of the total target in the first round.

• This forecast is consistent with previous years, including years of enrollment using the “3 common” method (first-round enrollment rate is between 75-85%)

• After the first round of admission ends, schools that still lack enrollment quotas will continue to consider additional rounds of admission.

- Forecast calculations show that the floor score has little effect on the admission rate in the first round. If the floor score is 18 points, the first round will admit 74% of the total target; if the floor score is 13 points, the first round will admit 87% of the total target.

- Although candidates can register with an unlimited number of wishes, candidates still focus on registering for a number of favorite majors/schools, not evenly distributed among schools.

- Some schools/majors have a number of candidates registering for admission that far exceeds the required enrollment quota, however, some other schools/majors have a number of candidates registering for admission that is very low compared to the enrollment quota.

- Schools can enroll students in multiple batches during the year according to the announced enrollment plan.


Deputy Minister Bui Van Ga announced the floor score to the press.

According to the 2017 university admission regulations, this year is the last year that the Ministry of Education and Training will announce the minimum scores for university admission. From 2018, the minimum scores or thresholds to ensure input quality will be determined by universities themselves.

This year, the whole country has about 640,471 candidates registered for admission to universities and colleges training teachers nationwide, accounting for about 74% of the total number of candidates taking the national high school exam this year.

Meanwhile, the total enrollment target for universities and colleges this year is about 290 using the results of the national high school exam. Accordingly, for every 2 candidates registering for admission, 1 candidate will be admitted to universities.

However, with the announcement of the floor score, this rate will be higher.

After the Ministry of Education and Training announced the minimum scores, from July 15, candidates will begin to change their university admission wishes. On August 1, universities will announce the admission results.
