Just starting his speech, Minister of Education and Training Pham Vu Luan received 6 questions from delegates revolving around a "hot" issue that the public is interested in.

Delegate Nguyen Kim Thuy raised the issue that, in the process of compiling new textbooks, the experimental teaching has been conducted for 4 years, but the current program is still not smooth. In addition, Delegate Nguyen Thi Kim Thuy also expressed concern about whether the experimental results announced by the authors themselves are accurate or not and how voters can be assured of the quality and feasibility of this new set of books.

Responding to delegate Thuy's question, delegate Trinh Ngoc Thach asked about the issue of facilities and training and fostering teachers to prepare for the new curriculum and textbooks. Could the Minister explain more clearly?

Responding to questions from National Assembly delegates, Minister Pham Vu Luan said that the Ministry of Education and Training only compiles one set of textbooks and one set of programs, and the whole country only has one unified program. "There are many different textbooks, the National Assembly has assigned the Ministry of Education and Training to compile a new set of textbooks and encourages organizations to compile other textbooks," said Minister Pham Vu Luan.

The head of the Ministry of Education and Training said that in the process of compiling new textbooks, we must follow the direction of the Central Government, innovate but not throw away everything old, inherit achievements and quintessence, only add missing and unsatisfactory content, and eliminate overload and unnecessary content.


According to Minister Pham Vu Luan, the content of old textbooks that have been created for many years and are good should be kept and no longer need to be tested, while new content needs to have a testing process.

Regarding why the group of authors was assigned to compile the book to publish the experimental results, Minister Pham Vu Luan said: "Because they write to grasp the ideas and intentions, but the publication of experimental results is not done by them alone but by the evaluation councils. There will be objective evaluation mechanisms by reputable organizations and individuals to do this."

In addition, the Minister of Education and Training also responded to the National Assembly Delegate that in the process of compiling textbooks, there was a gathering of scientists and sociologists to meet the needs of Vietnam and international integration. The Ministry of Education and Training mobilized scientists, teachers, and managers inside and outside the education sector, abroad. International scientists, Vietnamese working abroad participated in this process.

Answering the question of delegate Thach, Minister Pham Vu Luan said: The project on facilities continues the programs that the Government and the Prime Minister have been directing and implementing. The project on facilities serving the innovation of programs and textbooks also has a part on equipment. We are implementing this program according to the principle of making full use of existing equipment. At the same time, strongly applying IT and digital technology to firstly save additional investment costs, and secondly, it must also be consistent with the development trend of countries with developed education and are implementing training according to capacity development.

The teacher training project has two tasks: Training and retraining the team to meet the new program standards. We are building this content. It cannot be done quickly because we need to have a new program and textbooks to review, what teachers have, what is lacking to train and supplement.

Both projects are part of a series of projects approved by the Prime Minister in Decision 404 to implement Resolution 88 of the National Assembly. The Ministry of Education and Training and relevant ministries and branches are implementing the projects according to the progress of the new curriculum and textbooks.

Regarding the national high school exam, National Assembly delegate Trinh Ngoc Thach (Hanoi) expressed concerns of voters and students about changes in this year's exam compared to last year, which could lead to a low graduation rate?

Frankly answering the question of the National Assembly representative, Minister Pham Vu Luan said: There are regulations for marking and invigilation of exams. Teachers at the local level or at the central level are all for the sake of their beloved students. If students graduate from high school and have the ability, they will continue to meet teachers at universities and colleges.

We have calculated that there will be a strict score scale, how to make students take the exam seriously, we believe that the serious exam process is also an important educational activity, we do not leave room for dishonesty and cheating in exams. When it comes to high school graduation, it will be aimed at the majority of candidates and there cannot be any sudden changes here. This has also been discussed with comrades at universities and directors of Departments of Education and Training.

You should rest assured to review and do your best. Teachers always appreciate your learning results. There will be no shock to society during the implementation process. The goal of comprehensive fundamental innovation in education and training is not to create shocks but to create changes from the transformation of quality, increasingly better.

Continuing on this issue, delegate Nguyen Tien Sinh asked that the way of organizing exams in clusters has not received high consensus from society, in mountainous areas, the rate of candidates taking university entrance exams is still low. The Minister explained clearly about the learning situation of students in mountainous areas and why are the registrations of students in mountainous areas low?

Minister Pham Vu Luan explained that in the 2015 national high school exam, candidates who only take the exam for high school graduation will take the exam at their locality - the exam cluster is chaired by the Department of Education and Training. According to reports from the provinces, all exams will be taken at the district level. Basically, candidates will not have any more difficulties than in previous exams.

Students taking the national high school exam with two purposes: high school graduation and university and college admission will take the exam at the exam cluster hosted by the universities.

Previously, when taking the university entrance exam, students had to go to Hanoi, Ho Chi Minh City, other big cities or take the exam at 4 clusters: Quy Nhon, Vinh, Can Tho, Hai Phong, so they had to travel a very long distance. With the exam reform this year, students will take the exam closer because we have arranged it into 38 clusters across the country.

Candidates not only reduce the distance but also the number of times they take the exam, because this year they only have to take the exam once to both graduate and apply for university or college admission.

For children in mountainous and disadvantaged areas, the Government has regulations on priority, regional priority, priority by subject... The media also mentioned that with so many priorities, children with 3-4 points can also pass the university entrance exam.

But we see that training cadres for disadvantaged areas is a political task, so we must recruit them; then, there will be a preparatory and supplementary program to help them grasp the knowledge to study at a higher level.

Reaction to implementing Circular 30: Just an initial glitch

Delegate Nguyen Van Minh (HCMC) raised the issue of evaluating primary school students according to Circular 30. Besides the positives, there are also conflicting opinions, especially on year-end rewards. Some places reward too strictly, while others reward too easily. Many parents this year do not know what their children's scores are because there is no classification of good or excellent academic performance?

Regarding this issue, Minister Luan replied that the shift from evaluating primary school students through academic scores to commenting and scoring is a move consistent with the reality being implemented in countries with developed education systems.

This method aims to change students' motivation from scores to perfecting skills and forming human qualities.


“We have researched this process, absorbed international experience and implemented a 3-year experiment in 1,000 schools,” said Minister Pham Vu Luan.

According to the Minister, during the implementation process, there were some minor problems, some rewards were too strict, some were too generous. There were opinions that families did not know the scores and results of their children.

This is an initial problem, the Ministry of Education and Training will correct it. In addition, thanks to the implementation of Circular 30, extra study and tutoring have been reduced, reducing the loss of motivation for students to study.

The head of the Ministry of Education and Training also said that he is continuing to listen and analyze the results to train teachers and education management teams at all levels so that the implementation is synchronized.

Responding to the question about the assessment of primary school students according to Circular 30, whether the assessment is still a formality, and if so, what solutions does the Minister have, the Minister said that:

Circular 30 focuses on each child, so the workload has increased. New teachers are unfamiliar with the new rules, so they have a hard time. "Some old habits have not been eliminated, such as the student notebook, which has been used as evidence to check whether the teacher is doing well or not, so the teacher has to write it down every day. If we get rid of old habits, the work will be easier," said the Minister.

According to the Minister, in the process of implementing Circular 30, he was aware that the nationwide implementation should be piloted in mountainous areas with a large number of ethnic minority students and teachers.

The results obtained in ethnic minority areas are gentle and very effective. “I went to Lao Cai, I also went to remote Nghe An, the Central Highlands and the Northwest did very well without any problems,” the Minister shared at the National Assembly.
