In addition to schools that are autonomous this year, schools that have been autonomous in previous years will increase tuition fees according to the approved roadmap.
According to the university autonomy project approved by the Government, Hanoi University of Science and Technology has an average tuition fee of 14.4 million/year, divided into 4 levels, from 240,000 VND/credit to 320,000 VND/credit. This tuition fee increased from 55,000-135,000 VND/credit compared to the previous year (from 30-70%). According to the roadmap announced by the school, the tuition fee calculated per credit in the following years will increase by 40,000 VND compared to the previous year.
For the National Economics University, the tuition fee for the 2017-2018 school year will have 3 levels: 12 million VND - 14.5 million VND and 17 million VND depending on each major group. Accordingly, the tuition fee for the 2017-2018 school year of the University of Commerce is 14.3 million VND/year. This tuition fee is 1.3 million VND higher than last year's tuition fee.
The Academy of Posts and Telecommunications Technology also announced that the tuition fee for the regular undergraduate program for the 2017-2018 school year is approximately 14 million to 15.5 million VND/student/year. This tuition fee does not increase much compared to the previous school year. In the 2016-2017 school year, the tuition fee was 395,000 VND/1 credit, approximately 15,000,000 VND/year, depending on the student's study program.
Public universities have annual tuition increases, some schools change their tuition fees to increase but do not announce before enrollment, causing many parents and students to worry at the beginning of the school year. In addition to tuition fees, many universities also incur many additional charges during the study process such as living expenses at the beginning of the term, sanitation fees, drinking water, library fees, admission fees, fees for express delivery of admission documents, student handbooks, etc.
Many universities are increasingly tending to increase tuition fees.

Most parents, especially poor parents, really need schools to be transparent and public about their fees at the beginning of the new school year. What is the fee for, how much is it, according to what regulations, why is it collected so that parents can prepare. This is the basis for parents and management agencies to know and strictly control the collection, expenditure and use of revenue sources in accordance with regulations and for the right purposes.
Ms. MT, a parent of a student at a university in Hanoi, was upset: “I thought that when I went to a public school, I didn’t have to pay tuition. In reality, there are some faculties and schools with tuition fees of up to 50 million VND per year. Not to mention that there are public schools that announce low tuition fees, but when I start studying, I have to pay additional fees equal to the original tuition fee”...

Schools need to publicly disclose their revenues from the beginning of the year.
Stabilize tuition fees at non-public schools
Currently, the notion that non-public universities always have high tuition fees and the large difference in tuition fees between public and private schools has made many parents and candidates hesitant in the selection process.
In fact, universities are implementing financial autonomy, so the development opportunities are the same for universities, creating fairness for schools in improving quality and cooperating in training for students. Therefore, parents and students need to have a direction in choosing schools based on quality and reasonable tuition fees.
A survey of non-public universities shows that tuition fees do not fluctuate much compared to public universities, and are even much lower. Moreover, tuition fees of these universities do not increase by more than 10% each year.
While public university tuition fees are increasing “dizzily” with additional fees, non-public universities are still able to maintain stable tuition fees. Therefore, parents and candidates need to carefully research the schools and orient themselves towards a suitable learning environment in terms of training quality and finance.
