In particular, the Ministry clearly stated that it encourages schools, school management agencies, associations, and Departments of Education and Training (with vocational colleges located in the area) to organize cross-assessment activities to help each school improve the quality of self-assessment and complete self-assessment reports.
Consider this activity as a practice step before officially contacting the education quality assessment organization to register for education quality assessment.

Strive for each specialized unit to have at least one officer who has completed the education quality assessment inspector training course and been granted a certificate by the end of 2015;

By the end of 2016, at least one staff member will be sent to receive a master's degree in educational measurement and assessment or a doctoral degree with a thesis topic related to quality assurance and testing.
The Ministry of Education and Training also requires schools to continue to establish and perfect specialized units for ensuring educational quality, ensuring a sufficient number of qualified staff to carry out quality assurance and testing activities of the school;
Create conditions for cadres, teachers, lecturers and staff to participate in professional training courses on testing, self-assessment, external assessment, and auditor training courses...
Annually, develop a plan to ensure the school's quality and implement the plan, focusing on self-assessment, quality improvement, registration for educational quality accreditation; innovation in examinations, tests and assessments in schools.
The plan must state the tasks to be implemented, implementation time, measures and resources, and responsibilities of the specialized unit for ensuring and assessing educational quality, aiming to gradually form a quality culture within the school.
The Ministry also requested to continue to implement self-assessment of educational institutions; improve and enhance training quality; and register for educational quality assessment according to regulations.
Specifically: For 194 universities, 197 colleges and 118 vocational secondary schools that have completed self-assessment reports (as of January 31, 2015), it is necessary to urgently review, update, complete self-assessment reports and register for quality assessment with educational quality assessment organizations licensed to operate by the Ministry of Education and Training;
First of all, the Center for Education Quality Assessment - VNU-Hanoi and the Center for Education Quality Assessment - VNU-HCM). Ensure that by the end of 2016, all these schools will be assessed for education quality.
For schools that have not completed their self-assessment reports (about 8% of universities and colleges and 41% of vocational secondary schools), they need to urgently complete their self-assessment reports in 2015 and send them to the Ministry of Education and Training to report and register for educational quality assessment in 2016 and 2017.
During the assessment process, schools need to pay attention to using the unified documents on quality assessment standards No. 06/VBHN-BGDĐT, 08/VBHN-BGDĐT, 07/VBHN-BGDĐT dated March 4, 2014 of the Ministry of Education and Training and the guidance documents of the Department of Testing and Education Quality Assessment to ensure updates and avoid errors.
The Ministry of Education and Training continues to monitor and inspect schools to complete their self-assessment reports and register for accreditation with educational quality assessment organizations. The list of schools that have completed or updated their self-assessment reports is periodically updated on the website www.moet.gov.vn.
Encourage schools to implement self-assessment of training programs according to regulations in Circular No. 38/2013/TT-BGDDT for some training majors, approaching assessment according to standards of regional and international organizations such as AUN, ABET, AACSB...
At the same time, continue to report on the status of quality assurance work and update the database on school education quality assessment according to the annual instructions of the Department of Testing and Education Quality Assessment.
