Create system vibrations
On December 4, 2013, the Government Portal organized an online dialogue on breakthroughs in examinations and overcoming the current practice of extra teaching and learning in schools.
According to the 8th Resolution of the 11th Central Executive Committee on fundamental and comprehensive innovation in education and training, the forms and methods of examination, testing and assessment of education and training results will be fundamentally innovated, ensuring honesty and objectivity. The methods of examination and recognition of high school graduation will be innovated in the direction of reducing pressure and costs for society while still ensuring reliability, honesty, and correct assessment of students' abilities, serving as a basis for vocational education and higher education enrollment.
Innovate university and college admission methods by combining the use of high school learning results and training requirements.
According to Deputy Minister of Education and Training Nguyen Vinh Hien, the purpose of reforming examinations is to shift from what students learn to what students understand and how to apply it in real life. From there, adjust and impact the teaching and learning process in return, aiming to improve the quality of training.
"A breakthrough in exams is considered a highlight in the entire system. Clicking this button will shake up the entire education system. This is also an easy step to click, easy to do, and when implemented, the chance of success will be high," Mr. Nguyen Vinh Hien affirmed.
Disagreeing with the above viewpoint, speaking at the Dialogue, Mr. Van Nhu Cuong - Principal of Luong The Vinh Private High School said: I think that the Ministry of Education and Training has not been consistent in choosing a breakthrough in education and training innovation. At times, Minister Pham Vu Luan said that testing and assessment is a breakthrough, at other times he said that education management innovation is a breakthrough, but recently he said that teacher innovation is a breakthrough.
Eliminate the 3 common exams According to Mr. Van Nhu Cuong, to reform university entrance exams, the 3 common exams should be eliminated. Because the training products (outputs) of pedagogical, economic, and technical schools are different, but when conducting entrance exams, they are the same, which is unreasonable. Therefore, the Ministry of Education and Training should let schools be autonomous and conduct university and college entrance exams. |
Therefore, according to Mr. Van Nhu Cuong, the breakthrough is what schools teach students, how they learn, and how they apply it in life.
According to Deputy Minister Hien, in order to gradually create momentum for exam innovation in Vietnam after 2015, the Ministry of Education and Training has recently been directing schools to create questions using an open method to mobilize students' creativity and ability to master knowledge.
Mr. Dinh Xuan Khoa - Principal of Vinh University of Education said that giving open questions to students in the present and future is extremely necessary because the current testing and assessment methods of schools only stop at reproducing knowledge. If more open test methods are applied, students will know how to skillfully apply book knowledge into practice, training their personality and creativity.
Agreeing with the way of giving open questions to students, Mr. Van Nhu Cuong still has some concerns about whether the exam questions are open, and to what extent, the grading method is open, and what do teachers base on to evaluate the open way students do their work...
Responding to this concern of Associate Professor Van Nhu Cuong, Deputy Minister Hien said: If the exam questions are open, the grading method will of course be open.
Gradually eliminate the problem of extra teaching and learning
At the Dialogue, the issue of rampant extra teaching and learning (ET) taking place at a number of educational institutions received much public attention. Mr. Nguyen Vinh Hien hoped that a breakthrough in testing and assessment would help reduce the rampant ET situation, reducing the burden on millions of families with school-age children. However, he also admitted that ET still exists due to the inevitable needs of social reality.
Mr. Hien pointed out three basic reasons for the current widespread situation of DTHT: first, there are problems with education management; second, the knowledge content in the program is too heavy, students have to study a lot; third, the expectations that parents place on their children are too high.
Discussing this issue, Mr. Van Nhu Cuong said that DTHT is actually good if the facilities conduct it transparently for the benefit of students to nurture good students and tutor weak students. But if DTHT is for personal gain, hiding under the name of nurturing students to increase teachers' income, then that is a dark picture that needs to be limited as much as possible.
Many people believe that the reason why online learning is so popular at such a rapid pace is because teachers' lives are still difficult, so they have to rely on online learning tools.
Regarding this reality, Mr. Hien said that according to the contents stated in the Resolution on fundamental and comprehensive innovation of education and training, the salary scale of teachers will be the highest in the salary scale of the administrative and career sector. In addition, teachers also have professional allowances. In addition, based on the actual capacity and dedication of each teacher in the education sector, there will be specific assessments, recognitions and incentives. For young teachers, the sector will create all favorable conditions for them to work, study and contribute.
