2016: Universities and colleges organize their own admissions

According to the latest information from the Ministry of Education and Training, it is expected that after the results of the national high school exam are available, universities and colleges will be autonomous in organizing enrollment. The Ministry of Education and Training only regulates the starting time and the time for reporting enrollment results; regulates the threshold to ensure input quality; conducts inspection, examination and handling of violations.

The Ministry of Education and Training said that, implementing the Prime Minister's direction, on the basis of seriously learning from experience, receptive to comments and contributions from experts, teachers and the whole society, the Ministry of Education and Training plans to organize the National High School Exam and University and College Admissions in 2016 in the direction of basically maintaining stability as in 2015 with some appropriate adjustments.

Expected new features of the 2016 national high school exam
The 2016 exam is scheduled to take place over 3 days, June 13, 14, and 15. The Ministry of Education and Training will continue to organize provincial and inter-provincial exam clusters as in 2015 with some adjustments suitable to reality; enhance coordination and support from universities; candidates in areas bordering exam clusters will be able to flexibly choose a convenient exam cluster; special areas with many difficulties will be considered to set up exam sites to facilitate candidates.
The exam continues to be designed in the direction of assessing capacity, with better differentiation to objectively assess candidates' capacity, meeting the objectives of the exam.
Supplement and upgrade to complete the software system based on the principle of increasing the application of information technology in all stages of the Exam, especially in the stages of exam registration and admission registration, ready to meet the requirements for the National High School Exam in 2016 and the following years.
In addition, after completing the marking and scoring, the examination clusters will update the examination score data into the examination management system of the Ministry of Education and Training; increase the number of examination result announcement portals to facilitate candidates and overcome the recent network congestion.
Strengthening proactive enrollment for universities and colleges
Regarding the 2016 enrollment, the Ministry of Education and Training will adjust the priority regime to suit current regulations and practices. Schools implementing their own enrollment plans will continue to develop autonomous enrollment plans according to the provisions of the current enrollment regulations.
University and college admissions based on national high school exam results have some adjustments based on experience from 2015 admissions in the direction of increasing autonomy for schools.

Training institutions can regulate the form, conditions, and time for candidates to register for admission; groups of schools (especially the group of about 30 universities that attracted the most candidates in 2015) can voluntarily coordinate with each other to conduct admissions using admissions software and a common database of candidates registering for this group of schools to reduce fraud, creating convenience for both candidates and schools.
Candidates can apply for admission online, by post, at the Department of Education and Training's high school or at the school based on their exam results and the training institution's regulations.
