Increase autonomy for schools
Although it has not yet revealed which admission method will be applied for 2016, because it is still waiting for the results of the discussion at the conference summarizing university and college education to be held on October 22, Deputy Minister of Education and Training Bui Van Ga said: the ministry plans to apply an admission method that both increases autonomy for schools and tries to ensure the rights of candidates.
Accordingly, in the 2016 admission season, candidates can choose the number of schools and the number of admission wishes similar to the admission methods of many developed countries.
Speaking to Tuoi Tre on the sidelines of the press conference, Mr. Bui Van Ga said this is a proposed plan, after learning from experience in the 2015 enrollment period.
In the 2015 admissions, each exam result certificate was only sent to one school (especially in the first round, there was only one exam result certificate), so in this first admission round, candidates were always only allowed to register for one school (even though they could later change their wishes and withdraw or submit them).
The school has completely reduced the virtual score, but the rights of candidates are not guaranteed. Therefore, the 2016 enrollment plan will both increase the autonomy of the school and ensure the rights of candidates - to apply to all schools whose scores are suitable for the school's admission requirements.
However, Mr. Ga admitted that this plan will inevitably lead to a much larger virtual ratio than previous years. Therefore, the ministry will discuss with schools technical solutions to be able to "live with" the virtual ratio, when there is no longer a limit on the number of wishes.
The education and training sector alone is difficult to push back negativity.
Many negative issues in education continued to recur in the first semester of the 2015-2016 school year, which were mentioned by the press, such as rampant extra teaching and learning, overcharging for school fees, teachers not following regulations, and excessively high demands on students - especially first graders...
Mr. Pham Ngoc Dinh - Head of the Department of Primary Education, Ministry of Education and Training - affirmed that requiring first graders to learn to read and write in a short period of time is against the regulations of the Ministry of Education and Training. This wrongdoing is not an isolated phenomenon, leading to the situation of extra teaching and learning in many places, because parents are worried about having to send their children to extra classes, or because teachers indirectly find ways to force students to take extra classes.
“ The Ministry of Education and Training has issued many regulations related to the ban on extra teaching and learning in primary schools. The innovation in student assessment according to Circular 30 for primary school students is also a positive change, aiming to reduce pressure on students and limit extra teaching and learning. However, it must be admitted that the Ministry of Education and Training alone will find it difficult to prevent teachers from violating professional regulations and regulations on extra teaching and learning. Local authorities and education management agencies at all levels also need to actively participate, control implementation, detect and strictly handle violations,” said Mr. Dinh.
Speaking more about this issue, Mr. Nguyen Vinh Hien, Deputy Minister of Education and Training in charge of general education, also said that in addition to specific regulations, the education sector needs many different support solutions to push back negativity. That is, coordinating with the education sector to inspect, detect, and handle violations by the government and education management agencies at all levels, but there are also support solutions within the direction of teaching innovation that the Ministry of Education and Training is implementing.

In fact, in the document sent to Ton Duc Thang University, the Ministry of Education and Training also affirmed: professor and associate professor are the titles of lecturers teaching at universities.
